SECTION 00030 – NOTICE TO BIDDERS
Sealed bids for Waddington Civic Center Exterior Wall Upgrades, Waddington, New York, will be received until
10:30 am, Tuesday, 1 May 2018 by The Village of Waddington, Attention: Village Clerk, Village Offices, 48
Maple Street, Waddington, New York 13694 , at which place and time the bids will be publicly opened and read aloud.
Proposals received after that time will not be accepted.
Single lump sum bids are required in accordance with plans and specifications. Sealed bids shall be marked with the
Bidders name and address and ‘Waddington Civic Center 2018 Entry Tower Upgrade Bid Enclosed – Do Not Open.’
A completed Section 00480 “Non-Collusive Bidding Affidavit” and completed AIA Document A310 “Bid Bond”
must be included in the bid envelope.
No Pre Bid walk thru is scheduled. Bidders should visit the site and familiarize themselves with existing conditions.
for Monday, 23 April 2018 at 2:00 pm at the site. Bidders will meet owner and architect at the building entrance.
Bidding and Contract Documents will be available beginning 19 April 2018, and may be obtained from Syracuse
Blueprint, 825 East Genesee St., Syracuse, NY, (800-962-1458) at the bidder’s expense..
All bids must be written in ink on the forms provided. Bids must be accompanied by bid security equal to five percent
(5%) of the amount of the bid, in the form of a certified check, drawn upon a national or state bank or trust company to
the order of “Village of Waddington”, or a bond from a surety company licensed in the state of New York, with
sufficient sureties in a penal sum, conditioned that if Bidder’s proposal is accepted, bidder will enter into a contract for
the same, and will execute separate Performance Bond and Labor and Materials Bond each equal to one hundred
percent (100%) of the Contract Amount. Bid Bonds and Performance Bond and Labor and Materials Bond shall be
obtained from Surety Companies with a Best Rating of A (excellent or better). Bids must be accompanied by a
completed Statement of Surety’s Intent. If the selected Bidder fails to sign the Contract and deliver the required
bonds, he shall be subject to forfeiture of the bid security.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and
minimum wage rates to be paid under the Contract. New York State Prevailing Wage Rates and Certified Payroll
apply. The Village of Waddington is an equal opportunity employer and encourages Minority Owned, Women

Attention of bidders is called to the tax exempt status of the Village of Waddington. Bids should not include sales and
compensating use tax on the cost of materials which are to be incorporated into the structure.

The Village of Waddington reserves the right to consider all bids for a period of not to exceed forty-five (45) days
following the bid opening before awarding the Contract, during which period bids shall not be withdrawn, and
reserves the right to reject any or all bids, to waive any informality in the bids, and to award the Contract in the
Owner’s best interest. The date of substantial completion for the work shall be no later than 15 August 2018. A
penalty of one hundred dollars ($100.00) per day may be assessed for late substantial completion.

reference.
